China Duty Free Haikou Reports +32.8% Visitor Increase
The cdf Haikou complex welcomed 4.69 million visitors by October 18, 2026, as it marks its fourth anniversary with extensive promotions and new policy benefits.

Anniversary Celebrations Drive Foot Traffic
The cdf Haikou International Duty-Free Shopping Complex, operated by China Duty Free Group (CDFG), is celebrating its fourth anniversary this week, culminating on October 28. Recognized as the world's largest standalone duty-free store, the facility reported a significant surge in foot traffic.
By October 18, 2026, the complex had recorded approximately 4.69 million visitor entries, representing a substantial 32.8% increase compared to the previous year. This growth coincides with a series of promotional activities designed to attract shoppers.
Promotions Across Beauty and Retail Categories
To mark its anniversary, cdf Haikou has launched a wide array of consumer incentives. These include loyalty points multiplied by ten across more than 100 brands, general product category discounts, and various prize giveaways. Government-backed consumer subsidies and a dedicated whisky promotion campaign are also part of the celebrations.
Specifically for the beauty and skincare categories, shoppers can find gifts with purchase, price reductions, and enhanced loyalty points. From October 23 to 31, the complex will host hourly lucky draws offering a 15% discount, alongside daily surprise auctions over the weekend. A "Super Sale" featuring discounts up to 90% off will occur on October 28 and 31.
Policy Shifts and Tourism Integration Fuel Growth
CDFG attributes the increased shopper engagement to recent policy enhancements. These include the implementation of independent customs operations in Hainan province since December 2025, an expansion of offshore duty-free product categories from 45 to 47, and eligibility for travelers departing the island.
Local residents can now also make unlimited purchases with immediate pickup, shifting duty-free shopping to a more flexible model. Furthermore, cdf Haikou is integrating its retail offerings with cultural tourism.
On October 21, a new 'cultural tourism express' route was launched, connecting key city landmarks like Qilou Old Street and Riyue Plaza directly to the duty-free complex, aiming to combine sightseeing with retail.
Implications for Asia's Beauty Market
The robust visitor growth at cdf Haikou, coupled with expanded shopping policies, shows a continued strengthening of Hainan's position as a key duty-free retail hub.
For international beauty brands and suppliers, this indicates an expanding market for premium products within China's offshore duty-free channel, particularly as policies now cater more broadly to both tourists and local residents.
CDFG's strategy to integrate duty-free retail with cultural tourism suggests that brands seeking to engage Chinese consumers should consider multi-faceted approaches that combine shopping experiences with broader lifestyle and travel activities. The introduction of 17 new brand stores in 2026 further shows the market's appeal for luxury and specialized retail concepts.
