Hainan Offshore Duty-Free Market Reaches US$127.57 Million in Holiday Sales
Haikou Customs data showed Hainan's wider offshore duty-free market generated US$127.57 million during the 1-7 October National Day holiday. Separately, China Duty Free Group's Hainan stores reported over 720,000 visits, a 21% year-on-year increase.

Hainan Duty-Free Market Performance
Hainan's offshore duty-free market recorded sales of US$127.57 million (CNY855 million) during China's National Day holiday, which ran from 1 to 7 October. This figure, based on Haikou Customs data, was generated by 123,000 shoppers purchasing 696,800 items across the island province.
Concurrently, China Duty Free Group (CDFG) saw robust footfall at its Hainan stores during the combined Mid-Autumn Festival and National Day holiday campaign. The retailer's locations collectively welcomed over 720,000 visits, marking a 21% increase compared to the previous year. This surge in visitor numbers contributed to the overall strong performance of the island's duty-free sector.
CDFG's Holiday Engagement Strategy
CDFG implemented an extensive program of seasonal promotions and entertainment to engage holiday travelers. At the cdf Sanya International Duty Free Shopping Complex, the retailer celebrated its 12th anniversary with character parades, drone shows, and promotional offers such as 10x loyalty points, gifts with purchase, and spend-to-enter raffles.
The cdf Haikou International Duty Free Shopping Complex featured a Mid-Autumn-themed installation, alongside activities including parades, candy factory theatre, magic shows, and cultural workshops. Additionally, beauty brands participated in celebrations with appearances on decorated carts at cdf Haikou Mova Mall, which also hosted mooncake-making contests and prize draws. These initiatives aimed to create immersive retail experiences beyond traditional shopping.
Evolving Policies and Service Enhancements
To manage the increased holiday traffic, CDFG strengthened customer services across its six Hainan locations. Measures included enhanced visitor flow management, shopping assistance, and customer guidance. For instance, the cdf Haikou store adopted a service process targeting an initial response within 30 seconds and detailed follow-up within 15 minutes.
The retailer also highlighted the growing influence of Hainan residents in the local duty-free market. This trend reflects ongoing adjustments to resident-focused policies, including revised rules effective November 2025.
These changes allow Hainan residents with departure records within the calendar year to purchase 'buy and pickup' category duty-free goods without frequency limitations.
